The Waupaca City Council this week voted to open a 500-thousand dollar line of credit financing to pay for 2018 and 2019 Capital Improvement projects. The line of credit, with a 4 percent interest rate, is through Farmer’s State Bank of Waupaca. Previously, this type of financing was done using State Trust Fund Loans, but the Board of Commissioners of Public Lands raised those interest rates to 4 and a quarter and 4 and a half percent, so the city began looking at other options. Items to be financed through the line of credit for 2018 include police vehicles, annual computer replacement, and replacing a rake machine. Items to be financed next year with the line of credit, pending the council’s approval of the 2019 budget, would include police vehicles, replacement of the King Vet’s Home Bus, and various work at Rasmussen, Serenity, and Riverside Parks. The public budget hearing on the 2019 city budget is being held November 20th.
