The Waupaca Common Council last night approved expending money for two public works projects, despite not meeting the requirements of a city ordinance to get at least three bids. The council approved a 104-thousand dollar contract with Wheeler Company to construct a salt storage shed on the Haberkorn Field site. Wheeler is constructing a similar shed for the county at their new site in the Town of Lind. Requiring a bidding process could delay the project by over a month, meaning the shed wouldn’t get built until December. The vote to approve the contract was 8-1, with Dmitri Martin voting no. He also voted no on an aeration blower for the wastewater treatment plant. The council did give formal approval to the mayor’s disaster declaration from the storms July 19th and 20th. That allows the city to apply for FEMA reimbursement for costs associated with the clean-up, which totaled over 40-thousand dollars.
