A Manawa man made his initial appearance in Waupaca Co. Circuit Court this afternoon on felony charges in two separate cases. According to court records, 36-year-old Lee Roy R. Blank faces felony counts of Conspiracy to Commit Possession with Intent to Deliver Methamphetamine As a Party to a Crime and Possession of Drug Paraphernalia As a Party to a Crime. If convicted of both felony counts in this case, Blank could face up to 46 years in prison. In the second case, Blank faces felony counts of Manufacturing of Methamphetamine, repeat offender, Possession with Intent to Deliver Methamphetamine, repeat offender, and Maintaining a Drug Trafficking Place, repeat offender. If convicted on all three felony counts, Blank could face up to an additional 28 and a half years in prison. Blank was convicted of a felony charge of Delivery of THC to Minors as a repeater on August 24th, 2015 in Waupaca Co.
