A former Weyauwega area man who served time in a mental health facility for molesting a horse is in the Brown County jail after another incident involving animals. 53 year old Sterling Rachwal was arrested on 3 counts, including burglary, mistreatment of animals causing death, and sexual gratification with an animal. No formal charges have yet been filed, and the Brown County Sheriff’s Office has not released any other details. Rachwal was convicted in Waupaca County in 1996 of 4 counts of mistreatment of animals, but he was found not guilty by reason of mental disease or defect. He served nearly 19 years in the Mendota Health Institute. While out on conditional release in 2010, he was convicted of disorderly conduct after being found in a Fond du Lac County horse barn. He served time in jail on that conviction before being sent back to Mendota.
