A second, former employee of Waupaca’s First National Bank, has been disciplined by federal banking regulators. Sylvia Thoe, who retired from the bank 7 years ago, has been fined 5000 dollars for failing to prevent former bank president and CEO Archie Overby from using bank funds for his personal expenses. According to the consent order from the Office of the Comtroller of the Currency, Thoe was on the bank’s board of directors since 2005, and a member of the board’s Executive Compensation Committee from at lease 2010 to 2013. Overby, who served as president from 1979 through part of last year, was ordered earlier to pay 1.6 million dollars in restitution to the bank, and to pay 100,000 dollars in fines. Overby is also barred from holding a job with any financial institution.
